Some even send weather and heat stress emails to project teams every morning to help supervisors anticipate conditions before crews arrive on-site. Heat illness prevention also extends beyond the jobsite. Companies now incorporate heat illness prevention into toolbox talks, daily planning meetings and bilingual field training. “Our safety meetings and tool trainings include heat illness, heat illness preven- tion and first aid, and are available in both English and Spanish,” said Villalobos, who also holds an annual supervisor and field safety meeting with a heavy focus on Ori- on’s Heat Illness Prevention Strategies to be used in the coming year. Setting Standards for the Future’s Forecast The growing emphasis on heat mitiga- tion is also unfolding alongside ongoing discussions about federal regulation, as OSHA has expanded enforcement activity around heat illness prevention. OSHA’s proposed Heat Injury and Illness Prevention standard includes mandatory rest breaks of 15 minutes at least every two hours when the heat index is above 90°F. The agency is continuing to develop a proposed national heat standard that would formalize many practices that are already being implemented voluntarily by large contractors. In Texas, contractors have responded cautiously but proactively. Fortunately, it seems industry leaders generally agree that most reputable commercial builders are already following the core princi- ples being discussed in proposed federal regulations. “Most major contractors in Texas are already working in line with guidance from OSHA, even without a formal national standard in place,” said Vega. “That includes hydration, shade, rest, training, acclimatization and emergency planning practices.” Anslow Bryant Con- struction is also an active participant in the AGC’s partnership with OSHA. “There is definitely awareness that heat illness standards are evolving,” Vega said. “Many companies aren’t waiting to be told—they’re building programs now because they see the risk firsthand, every summer.” Villalobos also believes the industry’s best path forward lies in going beyond minimum compliance requirements. “We focus on doing the right thing by our employees,” he said. “OSHA’s heat guidance provides minimum recommen- dations to help ensure employees can work safely.” That philosophy of going above and beyond has increasingly included evaluat- ing every aspect of the work environment through the lens of heat mitigation, from protective clothing to helmet ventilation and beyond. “Even appreciation items given to field crews are designed to sup- port cooling measures … we recently gave out long-sleeve lightweight UV-protective shirts to help prevent sunburns and heat illnesses,” Villalobos said. Heat Safety as a Competitive Advantage As Houston’s commercial construction market continues to expand, the ability to maintain productivity safely through extreme summer conditions may become a key competitive differentiator. Owners and insurers are paying closer attention to heat-related risk management, and con- tractors are seeing workforce expectations changing as well. “The biggest shift I’ve seen over the years is that heat safety is no longer just a summer topic,” Vega said. “It is a core part of jobsite risk management in Houston.” As a whole, the construction industry has accepted that extreme heat is no longer an occasional challenge. Now, it’s a permanent operational reality shaping how work gets done across the Gulf Coast. Although the basics — water, rest, shade and consistent vigilance — still matter most, those fundamentals are increasingly being reinforced by planning systems, predictive technology, opera- tional flexibility and leadership willing to prioritize long-term workforce sustainabil- ity over short-term production pressure. “At a minimum, every jobsite should have a written heat illness prevention plan that is actually enforced,” Vega said. “It doesn’t have to be complex; the biggest difference is whether it’s actively managed or just listed in a binder.” For Houston contractors, that distinc- tion may define the future of summer construction. As temperatures continue rising and labor demands remain intense, the companies most successful at build- ing through the heat will likely be those that treat heat illness prevention not as a compliance exercise, but as an opera- tional discipline woven into every phase of the job. Heat illness can develop rapidly, but it’s highly preventable when planning, effective training and field accountabil- ity are in place. When heat is managed properly, GCs avoid medical incidents, lost-time events and fatigue-related events that create much larger schedule disrup- tions. While productivity often adjusts during the summer, that disruption is far less severe than the consequences of unmanaged heat exposure. Although the industry has made mean- ingful progress in recent years, continued focus on improvement remains essential — especially as Houston’s summer sun causes jobsite temperatures to soar
