How Houston contractors are rethinking schedules, hydration, technology and field operations to protect workers during increasingly extreme summer conditions. ByAinsleyJacobs Beating the Burn to Build Through the Heat B Y THE TIME THE SUN RISES over Houston’s skyline in July, crews across the region’s jobsites are already deep into physically demanding work. Concrete finishers move quickly before slabs heat up, ironworkers climb steel as oppressive humidity thickens around them, and util- ity and civil crews operate in conditions where even standing still feels strenuous. In a city where overnight temperatures often remain above 80 degrees, the chal- lenge of working through stifling summer heat has become more than just a sea- sonal inconvenience. Now, commercial contractors face year-round operational concerns that impact safety, scheduling, productivity, insurance exposure and workforce retention. “Texas is hot for at least half of the year, and it isn’t uncommon for tempera- tures to rise in April and last through the end of October,” said Chris Villalobos, assistant director of HSE at Orion Group Holdings. “So, it’s important to plan and prepare early.” The data supports that urgency, too. According to statistics presented by Orion during a special heat stress prevention session at AGC Houston’s 2026 Fall Protection Alliance Day, Texas experienced more than 1,600 days over the last decade in which heat records were matched or broken at one of 22 weather stations across the state, rep- resenting more than 1,000 additional record-breaking heat days compared to the 561-day average prior to 2013. For Houston’s commercial contrac- tors, those numbers are shaping how projects are planned and executed. Heat illness prevention programs that once centered on water and breaks have evolved into systems involving forecast- ing tools, acclimatization protocols, cool- ing infrastructure, wearable monitoring technology and supervisor training. The industry’s approach is also changing because the consequences of failing to adapt are simply becoming harder to ignore: Heat-related incidents can escalate quickly from dehydration and cramps to heat exhaustion, heat stroke or worse. Even if incidents don’t require hospitalization, fatigue and over- heating can affect judgment, reaction time, quality control and productivity, which can also contribute to secondary safety issues. “Fatigued employees don’t function well,” Villalobos said. “In addition to the increased risk of incidents on projects, we’ve seen declines in both the quality of the work and their productivity.” Shifting Schedules to Stay Safe “We approach productivity and heat safety as complementary, not conflicting priorities,” said Albert Vega, safety direc- tor for Anslow Bryant Construction. The company developed a formal Heat Illness Prevention Program that’s actively used in the field. “From experience, productivity drops faster when crews are overheated, fatigued or dehydrated than it does when breaks are properly managed.” With work typically beginning long before sunrise, contractors routinely shift labor-intensive tasks. “There are also days where we intentionally slow production,” Vega added. “The goal is sustained pro- duction, not continuous production.” Concrete pours, steel erection and heavy material handling are scheduled for early morning hours so workers can finish before peak afternoon temperatures, while lower intensity or interior tasks are pushed into peak heat hours when possible. “We implemented several strategies to address workload, staffing and sched- uling,” Villalobos explained of the top- down, comprehensive approach used by Orion’s teams. “These strategies include pre-project startup questionnaires for our project team that allow us to determine which projects can start earlier in the day 24CornerstoneSummer2026 agchouston.org
